Lanternfall is a Demon Unique relic with no boss attached: any drop at Threat 12 or higher can turn out to be it, and at that Threat 0.7% of what falls comes up Unique. It is built on Kindled Winter Lantern Relic — step 4 of the Winter Lantern Relic line, item level 45 and up.
It always rolls the same numbers: +7% Ultimate Generation, +7% Frost Damage, +8% Frost Damage, +14% Ultimate Generation, +30% Chill Effect, +24% Ultimate Generation and +32% Frost Damage.
On top of that it carries Lanternfall — Your Ultimate builds Chill on everything it strikes.
It fires Hoarfrost Eye on its own: Every 5th critical strike chills the target for 60% of the hit.
It leans into Chill.
It is Demon Gate loot.
Wearing it hands you Soul Torrent.
