Deluge Vigil is a Demon Unique relic with no boss attached: any drop at Threat 16 or higher can turn out to be it, and at that Threat 0.7% of what falls comes up Unique. It is built on Radiant Winter Lantern Relic — step 5 of the Winter Lantern Relic line, item level 60 and up.

It always rolls the same numbers: +8% Ultimate Generation, +8% Frost Damage, +10% Ultimate Generation, +8% Frost Damage, +32% Ultimate Generation, +23% Frost Damage and +190 Maximum Health.

On top of that it carries Deluge Vigil — Soul Torrent channels 20 ticks instead of 10 and you shrug off 90 of 100 while channelling, but it is 30% narrower.

It fires Hoarfrost Eye on its own: Every 5th critical strike chills the target for 60% of the hit.

It is Adventure Mode loot.

Wearing it hands you Soul Torrent.
