It is one of four ordinary drops on its list — 22.5% of the Uniques that boss gives up, about 1 in 4 — and every kill rolls the list twice. It is built on Exalted Palimpsest Boots — step 6 of the Palimpsest Boots line, item level 80 and up.
It always rolls the same numbers: +8% Move Speed, +40 Ward, +9% Movement Speed, -13% Dash Cooldown, +29% Movement Speed, +69% Status Resistance and -51% Dash Cooldown.
On top of that it carries Threadfoot — Your dash carries 5% farther.
