It always rolls the same numbers: +53 Ward, +5% Move Speed, +30 Ward, +5% Movement Speed, +30 Magic Defense, -26% Dash Cooldown, +8% Movement Speed and +18% Affinity Resistance.
On top of that it carries The Cold Draft — Phase Step carries 3 ticks farther and applies Chill to everything you pass through, but recovers 30% slower.
It leans into Chill.
It is Adventure Mode loot.
Wearing it hands you Phase Step.
