Cooldown Recovery is a suffix that turns up on Head, Off Hand and Relic. It gives Cooldown Recovery: +2% to +3% at its lowest step, +25% to +32% at its best — and you need item level 116 before the best one can appear at all.

It comes up at weight 7 when the game rolls affixes, never doubles up with another affix that does the same job (cooldownRecovery), and it is what puts Readiness, Renewal, Alacrity, Celerity and Perpetuity in an item's name — so you might pick up a Wand of Readiness.

33 Uniques lock it to a fixed number: Tome of Hollow Echoes, The Long Bell, The Unopened Door, The Mirrored Page, The Wyrm's Eyelid and The Quiet Crown and 27 more.
