It is one of four ordinary drops on its list — 22.5% of the Uniques that boss gives up, about 1 in 4 — and every kill rolls the list twice. It is built on Exalted Stormrefrain Tome — step 6 of the Stormrefrain Tome line, item level 80 and up.
It always rolls the same numbers: +30 Power, +9% Attack Speed, +14% Storm Damage, +13% Cooldown Recovery, +109% Storm Damage, +53% Cooldown Recovery and +134% Critical Damage.
On top of that it carries Rumor of Rain — Your Special echoes once more.
