Ebb and Flow is a Demon Unique tome with no boss attached: any drop at Threat 12 or higher can turn out to be it, and at that Threat 0.8% of what falls comes up Unique. It is built on Fine Twinbell Tome — step 4 of the Twinbell Tome line, item level 45 and up.
It always rolls the same numbers: +12 Power, +6% Cooldown Recovery, +14% Power, +7% Cooldown Recovery, +10% Power, +10% Cooldown Recovery and +17% Projectile Damage.
On top of that it carries Ebb and Flow — Returning Wave rolls 70% farther and 40% slower, and the return pass hits at 250%, but the outward pass is 30% lighter.
It is Adventure Mode loot.
Wearing it hands you Returning Wave.
