It is one of four Exceptional drops on its list — 2.5% of the Uniques that boss gives up, about 1 in 40 — and every kill rolls the list twice. It is built on Sovereign Hailburst Dirk — step 6 of the Hailburst Dirk line, item level 80 and up.
It always rolls the same numbers: +22 Power, +12% Attack Speed, +16% Frost Damage, +14% Projectile Damage, +143% Frost Damage, +148% Projectile Damage, +49% Attack Speed and +27% Critical Chance.
On top of that it carries A Hundred Winters — Your Special hurls 2 more volleys of knives that pierce twice and Chill toward Freeze, but each knife hits 25% softer.
It leans into Chill.
