Look for suffixes like Maximum Health, Armor and Movement Speed, or prefixes such as Attack Speed and Status Effect.
Equip it and you get Dash.
You need to be level 13 to wear it, and at its lowest item level the stats that roll on it can reach tier 3. Awaken it and it takes one of the 16 Boots spirit paths.
